gdk: Include pads in GDK_SEAT_CAPABILITY_ALL

The GDK_SEAT_CAPABILITY_TABLET_PAD stood awkwardly out of the
ALL value. Even though it's not a keyboard, its focus has more
resemblance to it, so it should be part of this group together
with keyboards.
